This chapter delves into the history of state formation of the Union of Soviet Socialist Republic and its inheritor state the Russian Federation. It traces the history of para diplomacy in the making of foreign policy from the time of Vladimir Lenin to Vladimir Putin. It looks into the debates around the degree of autonomy granted to the federating units f the USSR - the soviet republics - and how the degree of autonomy granted furthered the USSR’s foreign policy goals and how it increased or decreased their dependency, after the unravelling g of the USSR, on the Russian Federation, the successor state of the parent country, and how this continues to be reflected in the foreign policy and diplomacy of the latter.
