This chapter focuses on the International Criminal Tribunal for the former Yugoslavia, the International Criminal Tribunal for Rwanda, and the Special Court for Sierra Leone, three contemporary tribunals where no new indictments are to be expected. It looks at the policy (words) and practice (deeds) of individual chief prosecutors. For each, it breaks down the indictees per side in the conflict, his or her position (low, middle, or senior), and gravity of the offence (number of victims).
