The chapter introduces the idea that creative action recomposes industrial governance. It criticizes both Neoliberal and Institutionalist accounts of change for underestimating the range of possibility. The continued importance of manufacturing in the United States, Germany and Japan is defended and outlined. Theoretical principles of creative action and industrial recomposition are elaborated
