Analysing Democratic Qualities
The chapter addresses the question of the best method for identifying and analysing democratic qualities in various countries within a process of deepening or of weakening. It first suggests a definition of quality in terms of procedure, content, and result; and then provides a definition of good democracy and links them to normative definitions and the empirical qualities. They include the rule of law, electoral accountability, inter-institutional accountability, participation, competition, freedom, equality, and responsiveness. The qualities are briefly defined and discussed with their empirical aspects. Recurrent patterns of subversion in the different qualities are also singled out. An appendix sums up key sub-dimensions and indicators for the empirical research.
