The first chapter introduces the puzzle that motivates the book. It is a surprising fact that Austria, Denmark, the Netherlands, and Sweden pursued different economic and labor market policies in the 1970s, 1980s, 1990s, and 2000s, given that these countries are similar in many ways. The first chapter also presents the theoretical argument that informs the analysis, considers a number of alternative explanations, shows how the book contradicts and complements existing research, and discusses methodological issues.
