This chapter examines the effectiveness of the World Trade Organization Dispute Settlement Mechanism (WTO DSS). It describes the goals of WTO DSS, the factors controlling their attainment, and the outcomes generated by the system. It shows that some of the goals of the DSS are in conflict with one another, complicating the system's goal-attainment mission. Nonetheless, the strong structures and process of the DSS, as well as the environmental conditions in which it operates, are conducive to some goal attainment. As a result, the outcomes generated by the DSS indicate that it is effective, to a considerable extent.
