Conclusion
The tension between leadership and popular sovereignty can never be resolved. If true, this has major implications for democratic leaders and democracies more generally. The most important of these is the insight that by compelling leaders to negotiate the challenge of democratic leadership, democracies are strengthened precisely because they impose and thereby affirm the sovereignty of the people. The problem that seems to pose the greatest challenge to democracy—the problem of democratic leadership—proves to be its greatest strength.
