Conclusion: Immigrant Rights—a Challenge for Welfare States
Chapter 12 argues that recasting the debate on immigration and welfare states necessitates a reformulation of the challenge to welfare states. The analysis in Part I reveals that the type of welfare state regime is of major important. It also documents the lesser substantive rights of immigrants across welfare states, that welfare state change has frequently disproportionately disadvantaged immigrants' entitlements, and that policy makers in several countries have restricted immigrants' access to social benefits. Their lesser rights make immigrants' social inclusion a challenge for welfare states. The analysis in Part II indicates that the politics of inclusion and exclusion will be decisive to how welfare states respond to the challenge.
