There is much quantitative data on different aspects of the Soviet repressive system, but there has remained a reluctance to place much faith in these data. Oleg Khlevniuk rightly stated that until we know the logic behind the way that the Pavlov figures were constructed it would be rash to place too much faith in them. This chapter offers an account of the history of the statistical agencies within the security and judicial agencies that produced the different sets of statistical data. It also analyses census data, and quantitative data collected by various Memorial groups. The objective is to provide a critical analysis of the major changes in the nature, scale, and incidence of mass judicial and extrajudicial repression carried out at different times, in different regions against different groups of the population. Such an analysis is fundamental to any critical study of the dynamics of Terror.
