This chapter explores the influence of Article 25 of the Universal Declaration of Human Rights (UDHR) on the response to international public health emergencies, including bioterrorism, international environmental disasters, and international conflicts. The combination of migration due to climate change or conflict presents new issues of law and policy; the need for public health services and the rapid growth of these refugee-type movements in the world proves the importance of healthcare and pushes it to the top of the political agenda in the coming years.
