Chapter 3 traces the successive treaties leading up to the Revised Treaty of Chaguaramas (RTC) and Revised Treaty of Basseterre (RTB). It highlights the distinction between CARICOM Membership and being a party to the RTC, specifically looking at the distinct regimes applicable to Montserrat and The Bahamas. It highlights the interpretive challenges entailed by cross-referencing errors in the RTC, and suggests methods for resolving them. It looks at the different current statuses of both CARICOM and the OECS, with the former being a new, successor organization, and the latter constituting a continuation. It compares the objectives, purposes, and functions of the two organizations, and looks at their differing forms of membership (full and associate) and other modes of participation (observers).
