Services were included in the multilateral trade architecture of the WTO under the GATS and featured prominently in the process of WTO accession. They are also increasingly important in the large and growing network of regional, and especially, of North-South trade agreements. The potential gains from reciprocal liberalization of trade in services are very large and progress on services is necessary for a positive negotiating outcome in other areas in both multilateral and PTA negotiations. The chapter covers the GATS’ scope, general obligations, current rules, and the unfinished multilateral agenda related to safeguards, subsidies, and government procurement in services. The greater opportunities available for achieving deeper regional integration under PTAs of particular services sectors are discussed. An assessment is provided for what international negotiations in services have to offer unilateral liberalization, and the context - multilateral, regional, or bilateral - in which they are most likely to support economic development.
