This chapter examines the broader contribution of this book to the analysis of illicit trade and international relations. It explores, among other things, the implications for understanding the persistence of illicit trade, the effects of international institutions, and the evolution of norms. It also offers insights and lessons for policy. Indeed, illicit trade presents one of the greatest policy challenges and threats of our time. Countering this threat requires international cooperation, the establishment of which is fraught with political difficulties. Yet while these obstacles are indeed significant, they are not insurmountable. To overcome them, we need to learn from existing experience through theoretical and empirical analysis.
