Strength Under Duress
Community Responses to Children’s Needs
This chapter examines the role of communities in the support of orphaned and vulnerable children (OVC) in the context of the HIV/AIDS epidemic. To the extent to which they are capable, communities have been energetic, creative, and generous in addressing the predicament of OVCs, as they provide far more services and direct support for children affected by HIV and AIDS than do government ministries, donors, or international nongovernmental organizations combined. The chapter analyses the scope and impact of communities’ work in this area, as well as its shortcomings and knowledge gaps. It argues for stronger national and international responses to mitigate the impacts of HIV and AIDS on children by complementing and strengthening community OVC responses.
