This chapter analyzes the role that governments play in respecting, protecting, and fulfilling children’s rights in the context of HIV/AIDS in developing countries. It explores the potential and current limitations of government intervention, with special attention paid to inefficiencies derived from the actions of government and foreign aid organizations. The contribution asserts the primacy of government responsibility for children affected by AIDS, while understanding previous failures; and it identifies concrete steps to overcome current bottlenecks and accelerate action.
