This chapter addresses the responsibilities of different levels of society—intergovernmental organizations (IGOs), foreign and domestic governments, nongovernmental organizations (NGOs), communities, families, and individuals—toward the needs of children affected by AIDS. The chapter examines the intersection of duty, ability, and will at these different levels with the goal of determining who is responsible for what, and whether or not they are living up to this responsibility. The author uses these conclusions to inform recommended courses of action.
