This chapter comments on the discussion in Chapter 9, which assessed the dynamics at work within the Office of the Prosecution before and during the Milošević trial. It argues that there were sophisticated international justice and human rights lawyers and political officers working parallel to the Prosecution's efforts who understood the complexities involved and who worked behind the scenes and in foreign capitals to facilitate the efforts of the Tribunal. Many were working on securing accountability for the highest-level perpetrators, and these share some credit for Milošević's ultimate downfall, arrest, and transfer.
