This chapter lays out the puzzle of the Pakistan army’s persistent revisionism with respect to India. India and Pakistan have been locked in an enduring rivalry since 1947. Given the expanding power differential between India and Pakistan, Pakistan should have come to some détente with India long ago, yet it has not. Thisc hapter argues that expositing the strategic culture of the Pakistan army can provide insights into how the army sustains the revisionism despite the high price it has paid for these policies and the diminishing likelihood of succeeding even modestly.
