Chapter 2 narrates the history of a statewide, multiclass civic movement created during the late 1950s in response to a state governor’s violent despotism and corruption. A popular organization, the Guerrerense Civic Association (ACG), emerged as the motor—with a young Genaro Vázquez serving as its vice-president and Lucio Cabañas working as a student organizer—of a civil-disobedience campaign that demanded the immediate removal of Governor Raúl Caballero. What began as an antigovernor campaign ended with a critical analysis of the PRI’s Janus-faced ruling methods and inequitable economic project—an analysis radicalized by the army-led massacre of two dozen ACG members in December 1960.
