Victims are more welcomed under the 2002 “Dallas Norms” than before when bishops may have concealed or dismissed these allegations. But internal Church process is complex and tends to delay the claims‘ adjudication inside the canon law process. The chapter describes the role of the accuser, including the accuser‘s entitlement to an advocate, and the accuser‘s rights, including the right to be heard, the right to present any needs stemming from the alleged abuse, and the right to present their claim to civil authorities, as well as the right to reputation and privacy. The chapter also describes the corresponding rights of the accused.
