This chapter focuses on achieving sustainable governance, an integrated approach based on the paradigm of “adaptive management”. It identifies six core principles that embody the essential criteria for sustainable governance, which forms basic guidelines on the use of common natural and social capital assets. These are responsibility, scale-matching, precaution, adaptive management, full cost allocation, and participation. The UN Compensation Commission’s (UNCC) approach to dealing with the conflict caused by Iraq’s invasion of Kuwait demonstrates the application of the principle of full cost allocation and adaptive management.
