This chapter frames the volume by showing that the question of whether technology changes the practices and principles of freedom of speech is a long-standing one. We also emphasize that the issues that the internet raises, addressed by authors in this volume, show how and why it no longer makes sense to focus primarily (or exclusively in the case of First Amendment jurisprudence) on the issue of government regulation. Therefore, although free speech theory has tended to focus on First Amendment and constitutional issues, the ubiquity and global nature of the internet require a new and different focus. The chapters will show how the global reach of the internet brings into conflict different cultural and legal norms around freedom of expression in unprecedented ways. We also briefly outline each chapter in the volume.
