The post of High Representative was created by the ToA. That treaty amended the TEU to state that the Presidency of the Council should be assisted in the area of CFSP by the SG of the Council who is to exercise the function of ‘High Representative for common foreign and security policy’. That change was necessary since, after creating the Union and the pillar on CFSP, the solution adopted by ToM of attributing the representation of the Union for that policy on the presidency of the Council proved unsatisfactory, considering the lack of continuity resulting from the six-month rotation of that post.
