CFSP came a long way to be included for the first time by the ToL in a single structure together with the rest of Union external policies and internal policies with an external dimension. Its predecessor, the European Political Cooperation (EPC) was established in the 1970s following the so-called Davignon Report of 1970, which called for cooperation in the field of foreign policy. EPC lay outside the institutional framework of the then European Communities. The SEA of 1986 introduced it in primary EU law.
