The budget of the Union is not a Union policy in itself, but merely a means to enable the Union to implement its policies and to ensure the functioning of its institutions, bodies, and agencies. Only Article 325 TFEU provides for a self-standing Union policy, namely protection of the Union’s financial interests, including the Union’s budget.
