Article 50 TEU is one of the innovations of the ToL that was taken over from the unsuccessful ConstT. It was considered that a further integration process must be accompanied by the possibility of leaving the Union, in case a MS is not willing to go in the direction of an ‘ever closer Union’. These origins of the TEU provide relevant information for the interpretation of Article 50 TEU. The introduction of Article 50 TEU has put an end to the academic debate as to whether, and under which conditions, a MS can decide to leave the EU.
